I believe it is actually the road running across the bottom of picture at opposite end of oval from tower. Used to race go karts around oval in early 60's. Crossing New Woods would take you into the Welwyn estate, where there were bluestone roads that traversed (roughly) the perimeters of Welwyn. How do I know? Because I was there in the 1950's and 1960's.
